
Who builds the neighborhood
Vokkan is the master developer of Vivapark Porto Belo, Brazil's first park neighborhood. It was founded in 2015 by Roderjan Volaco, in Itapema (SC), and grew out of the Roderjan Group, which has been on the coast since 1990. It builds the entire neighborhood — streets, underground infrastructure, parks and security — and selects the developers who build the buildings.
Roderjan Volaco arrived on the coast in 1990 and opened an accounting office in Itapema. Until 1994 he had a partner; then he went solo, with his own name on the door. The office grew by serving the region's construction industry: most of Itapema's builders and those nearby had their articles of incorporation drawn up there. Today the Roderjan Group manages 300 condominiums and serves more than 18 thousand condo owners.
In 2005 he built the group's headquarters on 2nd Avenida de Itapema — the first commercial building on the avenue, at a time when everything was built facing the ocean. He also founded and chaired the city's business association and, in his most recent term, created the credit cooperative that became Sicredi Vale Litoral, where he remains vice president.
For decades, Roderjan preferred not to compete with his own builder clients: he invested in them behind the scenes. About ten years ago he found a path that didn't compete with anyone. The region had no urban planning company thinking about the entire neighborhood, and that's what the family decided to do.
The diagnosis, as he shared on the Segredos Imobiliários podcast, is simple. People come to the coast for the beach, but the waterfront has two limits. One is physical: the ocean-facing space runs out. The other is financial: living there costs a lot. Fifty meters inland, buildings are packed next to each other and barely get sun. Life becomes garage, elevator, indoor pool.
Vivapark was born to be the opposite: buildings with sun and wind on all four sides, space between people, and school, university, health and recreation within 7 to 10 minutes on foot, without needing a car. The ocean stays nearby — and, as he points out, people living oceanfront usually drive to another beach. Daily life happens in the park.


The first area Vokkan studied was in Navegantes, with nearly 4 million m². There, environmental licensing, land regularization and a master plan that hadn't been updated in over 20 years dragged the process out for years. In Porto Belo, the city government, Public Ministry and organizations understood the project quickly. That's why the first Vivapark is in Porto Belo — and Navegantes is next.
The masterplan is by Jaime Lerner, the urbanist who transformed Curitiba. According to Roderjan, Lerner was near the end of his career and wasn't taking on large projects anymore. He accepted this one because he'd always wanted to design a neighborhood with the ocean in front and mountains in the background, and because he wanted to leave his legacy there. Lerner passed away in 2021, with the first phase under construction.
Three fronts: urban planning, development and properties. Vokkan designs and delivers the neighborhood; buildings are built by partner developers, such as RDO Empreendimentos, Famex, Grupo N1, Torresani and Eccel.
Anyone can come in, walk around and shop. Hundreds of cameras track who enters and leaves, and Vokkan can ask anyone not behaving to leave the neighborhood. Here's how it works: Is Vivapark safe?
Power, data, fiber and sewage run underground, with its own wastewater treatment plant. It's the kind of work that, in his words, public administration usually avoids because it's not visible.
The larger plazas weren't handed over: they stay with Vokkan, so maintenance follows the original design and they don't lose their character over time.
After Lerner, Vokkan started bringing in different architecture firms for each project — in Navegantes, Sou Fujimoto, FGMF and VOO, in a charrette with other architects.
Management mirrors the accounting office's organization: departments, procedures manual and planned succession, with his daughters, sons-in-law and the next generation.

Porto Belo. Phases 1, 2 and 3 are underway; Roderjan's goal is to see the neighborhood complete in 15 years. Vokkan mentions 79 developments planned through 2047. What's for sale now is in the full price list — currently, 629 units available in the buildings.

Beyond that. Vokkan says it has nearly 8 million m² to develop and has received invitations from other coastal cities and other states — which, for now, it is evaluating without rush.
