Small beach towns usually change slowly. Porto Belo isn't changing slowly.
In 2022 the city and private enterprise launched a ten-year plan to reorganize the Perequê waterfront. The figure is what catches your attention: R$ 2 billion in confirmed private investment by 2032.
For a city with just over 22 thousand permanent residents, this is a transformation of scale, not a renovation.
What's already built
The first phase completed was the jetties on the Perequê and Perequezinho rivers, finished in 2025.
It sounds like technical work without glamour, but it's the project that unlocks everything else: the jetties stabilize the river mouths and make navigation possible and beach widening feasible. Without them, the rest of the plan doesn't exist.
What's coming next
The Perequê Masterplan is organized around five pillars, and in practice that means:
New waterfront. Complete urban renewal of the Perequê shoreline, with beach widening under study — the same type of project Balneário Camboriú and Itapema have already done, and in both cities was followed by strong appreciation.
Navigable channels and marinas. The Perequê riverfront gains marinas and channels, making use of rivers that today are just scenery.
New bridge. New connection between the two shores, relieving the current bottleneck.
Garden avenues and bike paths. New road connections in the Perequê neighborhood, with landscaping and non-motorized mobility built into the design.
International positioning. One pillar of the plan is explicitly transforming Porto Belo into a 365-day destination, not 90, with national and international branding.
Why this matters for property prices
There's a pattern on the Santa Catarina coast that has repeated twice in the last twenty years.
Balneário Camboriú widened the beach and renewed its waterfront. The square meter became the most expensive in Brazil and held that position for four years.
Itapema came next, made a similar move, and in May 2026 surpassed Balneário in the FipeZAP index: R$ 15,226 versus R$ 15,215 per m². Eleven reais difference, but symbolically huge — it was the first change at the top since 2022.
Porto Belo is next in line geographically. And it's the only one of the three still at the beginning of the cycle.
Properties in the city were already appreciating at around 127% over six years, even before most of these projects started.
The other side of the story
It's worth saying what hasn't happened yet: much of the plan is still in design or study phase, with a timeline through 2032. Public and private construction delays. Beach widening studies depend on environmental licensing, which isn't fast in Brazil.
Anyone buying today is buying the expectation of a city under construction for the next several years, with the disruption that brings and the gains that historically follow.
That's the logic of buying at the beginning of the cycle, not the end: you pay less and wait more.
Where Vivapark fits in
Vivapark is the largest residential project within this transformation: an entire neighborhood planned from scratch, with 13 developments, plazas, bike paths, school and shops in the same urban plan.
The September 2026 price list shows 755 units still available and 76% of the neighborhood already sold. Deliveries range from 2027 to 2033, meaning they line up exactly with the Masterplan window.
Whoever buys a unit with delivery in 2030 gets the key to a city that, if the plan moves forward as designed, will be very different from today.
